Through the creation of the Office of Administrative Policies, the University of Wisconsin System has centralized and standardized the systemwide policy organization, review, and implementation process. This presentation will focus on policy process innovations that reduce burden for individual institutions and provide additional policy support. We will also look at how systemwide and campus policymaking intersects, balancing policy compliance with institutional authority.

This 2020 conference session will be presented via webinar.

Prior to 2016, the University of Wisconsin (UW) System lacked a centralized policy review process for adopting systemwide policies, causing challenges for institutions related to policy prioritization, communication, and compliance. To address this, the UW System created a centralized policy management function to oversee 200+ policies. Through the work of graduate assistants, the UW System innovated to improve the policymaking environment, building an inclusive, standardized prioritization and review process.

Learning Outcomes:

Participants in this session will:

  1. Realize the complexities of balancing System compliance and consistency needs with individual campus autonomy regarding policymaking and implementation.
  2. Learn how to obtain and implement feedback on the policymaking process from stakeholders, and how that feedback can lead to innovations in policy management and communications.
  3. Recognize the value graduate assistants can bring to policymaking process.


Dr. Stefan Fletcher's primary role when he first came to the UW System office in 2015 was to reform the policymaking process for the nearly 200+ policies issued by the UW System President and brings a unique perspective on how those policies interact with campus policies. Sarah Ebben and Alyssa Dooley work with Dr. Fletcher on all policy development matters.
