In establishing a multi-level policy library, challenges arise around library design, policy titling, consulting with units, and the use of a library as an information system. We will focus on challenges related to how to manage designing a multi-level library, creating distinct titles, numbers, or prefixes, consulting with units during the policy inventory, review, and publishing process, and how to use a policy library as an information system for higher and lower-order policies.
